General Description


King William County is seeking a detail-oriented and proactiveEnvironmental Compliance Officer to administer, enforce, and monitor compliance with local, state, and federal environmental regulations. The ideal candidate will conduct inspections, review development plans, respond to citizen concerns, and ensure proper implementation of erosion and sediment control measures across the County. This role is primarily field-based and requires strong communication, technical, and problem-solving skills.

Essential Functions

  • Enforce County environmental ordinances, including Erosion and Sediment Control, Chesapeake Bay Preservation Act, Wetlands, Zoning, Site Plans, Subdivision Regulations, Sign Ordinances, and Property Maintenance Codes.
  • Conduct field inspections of private and public development sites to ensure compliance with environmental regulations and County codes; monitor active land disturbance projects to verify proper permitting, installation of trapping mechanisms, and ongoing site compliance; and facilitate pre-construction meetings to explain erosion and sediment control requirements to developers and contractors.
  • Respond to citizen inquiries and complaints related to erosion, drainage, zoning, and environmental issues; investigate concerns and provide guidance or enforcement as appropriate; receive and investigate property maintenance complaints; determine violations and issue required notices; initiate legal proceedings when necessary; and provide guidance on environmental regulations, zoning compliance, and permitting requirements.
  • Inspect newly constructed single-family dwellings within seven (7) days of Certificate of Occupancy to ensure permanent stabilization measures are in place; and maintain accurate and detailed inspection records, including written reports, photographic documentation, and progress logs.
  • Submit monthly reports to the Virginia Department of Environmental Quality (DEQ) regarding active land disturbances; track and monitor logging operations within the County; and issue Notices of Violation and Stop Work Orders for non-compliant properties; follow through with enforcement actions when corrective measures are not taken.
  • Collect and process applications for building, zoning, land disturbance, and building trade permits, ensuring proper documentation is submitted for review.
  • Performs other duties as assigned.
Knowledge, Skills, and Abilities
Required Knowledge:
  • Virginia Environmental Regulations - Demonstrated understanding of environmental laws and regulations applicable in Virginia, including the Chesapeake Bay Preservation Act, Erosion and Sediment Control Law, Stormwater Management (VSMP), and MS4 Permit requirements. This knowledge ensures accurate interpretation and enforcement of state-mandated programs.
  • Environmental Science - Knowledge of basic environmental science concepts such as hydrology, geology, soil science, air and water quality, and ecological impact-that form the basis for assessing environmental conditions and making informed recommendations.
  • Inspection and Enforcement Procedures - Understanding of legal processes, due process, and documentation standards necessary for conducting field inspections, issuing notices of violation, and pursuing enforcement actions.
  • Permit and Compliance Monitoring - Knowledge of permitting processes, including stormwater permits, land disturbance permits, and environmental site plans. Enables effective monitoring of ongoing projects to ensure environmental compliance.
Required Skills:
  • Environmental Site Inspection - Ability to conduct field inspections at construction sites, public infrastructure, and natural areas to evaluate compliance with environmental permits and regulations. Includes identifying potential violations and recommending corrective actions.
  • Technical Writing and Documentation - Strong skills in writing inspection reports, violation notices, environmental assessments, and regulatory correspondence. Ensures documentation is clear, objective, legally defensible, and aligned with agency standards.
  • Public Communication and Education - Ability to communicate environmental requirements, best practices, and corrective actions to a diverse audience-including contractors, citizens, and agency staff-in a clear and respectful manner.
  • Data Analysis and Reporting - Ability to compile, analyze, and interpret environmental data from field monitoring, sampling, and compliance records. Supports development of internal reports and submissions to regulatory agencies.
  • Use of Technical Tools and Software - Proficiency in using field monitoring tools, office productivity software (Excel, Word), and specialized systems like GIS mapping, permitting databases, or asset management software.

  • Work Independently and Manage Time Efficiently - Ability to prioritize tasks, manage competing deadlines, and conduct field work without constant supervision while maintaining high standards of accuracy and accountability.
  • Adapt to Field Conditions and Physical Demands - Capacity to perform inspections outdoors in adverse weather conditions, on uneven terrain, or at construction sites. Includes the physical ability to lift equipment and navigate confined spaces when needed.
  • Maintain Confidentiality and Professional Integrity - Ability to handle sensitive information and interactions with discretion, especially in enforcement matters or investigations involving personnel, property owners, or developers.
Education, Training, and Experience
  • High school diploma or equivalent; Associate or Bachelor's degree in environmental science, planning, construction management, or a related field preferred; and at least two (2) years of experience in environmental inspection, construction site compliance, or a related field.
  • Must possess a DEQ Erosion & Sediment Control Inspector) and Storm Water Inspector Certification from the Virginia Department of Environmental Quality.
  • Strong knowledge of state and local environmental regulations and best practices in erosion and sediment control.
  • Excellent written and verbal communication skills; ability to explain technical information to diverse audiences.
  • Proficient in Microsoft Office and inspection reporting tools; GIS knowledge is a plus.
  • Must possess and maintain a Virginia Driver's License and must be able to successfully pass a drug screening and criminal background check.
